Trump and Vance to Offer Up to $30,000 for Fraud Tips in New $25M Whistleblower Program
Washington, D.C. — October 20, 2026: President Donald Trump and Vice President JD Vance are set to announce a $25 million Fraud Whistleblower Incentive Program on Tuesday afternoon, offering cash rewards of up to $30,000 to Americans whose tips lead to a successful fraud prosecution.
The program, dubbed WHIP, will be administered by the Department of Justice, according to the White House. Anyone who submits a tip to fraud.gov that results in a fraud conviction or a significant federal enforcement action is eligible for the reward. Trump and Vance are scheduled to unveil the initiative during a joint appearance in the Oval Office later Tuesday.
Zero tolerance
The initiative is the latest move in the administration's aggressive push to eliminate fraud across the federal government. Trump established a Task Force to Eliminate Fraud in March and put Vance in charge of it.
"Every day, President Trump's Task Force to Eliminate Fraud is zeroing in on the rampant abuse of taxpayer dollars and giving Americans the accountability they deserve," said White House spokesperson Lauren Bis. "This administration has zero tolerance for individuals who steal from Americans."
So far, the task force has launched investigations into medical supply programs, food assistance benefits and the Affordable Care Act. Last month, it said it would remove hundreds of thousands of enrollments from the ACA's public exchanges, saying those enrollees didn't meet eligibility requirements or didn't exist at all.
The first $10,000 check
During the Oval Office event, Trump is expected to present a $10,000 check to Nick Shirley, a conservative influencer who posted a viral video alleging that members of Minnesota's Somali community were running fake childcare centres to collect federal subsidies.
The video caught the attention of the Trump administration and conservative activists, though inspectors initially said the centres were operating as expected. Investigations, searches and arrests followed — and one woman featured in Shirley's video, Fahima Mahamud, later pleaded guilty to wire fraud and conspiracy to defraud the United States.
Trump has focused heavily on a multiyear fraud scandal in Minnesota, in which federal prosecutors accused dozens of residents of Somali descent of stealing taxpayer money through fraudulent social-services companies. The scandal's political fallout led Minnesota Governor Tim Walz to drop his bid for a third term earlier this year.
A midterm play
The fraud crackdown comes as Trump and Republican leaders campaign ahead of the midterm elections, where polling shows the cost of living is a top concern for voters. By combining the anti-fraud message with direct payments to Americans, the administration is blending two themes that have defined Trump's midterm pitch: fighting waste and putting government money directly in people's pockets.
Whether the $30,000 rewards deliver a flood of legitimate tips or an avalanche of politically motivated reports, the program marks one of the boldest attempts yet by a White House to crowdsource its anti-corruption enforcement.
